August 12, 2026 – Brussels, Belgium – EPBD Expansion Proposed for Residential Sector
The European Commission has proposed expanding the Energy Performance of Buildings Directive (EPBD) to require occupancy sensors in residential buildings, not just commercial spaces.
The proposal would require:
- Occupancy sensors in hallways, stairwells, and common areas of apartment buildings
- Optional sensors in individual dwelling units (with tenant consent)
- Integration with lighting and ventilation controls
- Compliance by January 2030 for new construction
If approved, the expansion would add an estimated 50 million sensors annually to EU demand, representing a €500-700 million market opportunity.
The proposal is currently under review by the European Parliament. A final vote is expected in early 2027. Member states would have until 2029 to transpose the directive into national law.
Industry analysts expect the proposal to pass with amendments, given the EU’s focus on energy efficiency and carbon reduction goals.
